Bassendean residents up in arms about concrete batching plant approval

SEVERAL Town of Bassendean residents are calling for the Town to appeal the State Administrative Tribunal’s approval of a concrete batching plant just 1km from another proposed plant in Bayswater.
The application for a mobile concrete batching plant on Clune Street was approved by SAT on December 5, subject to several conditions because the Town’s lawyers failed to give reasons for their refusal in June.

According to a Facebook post written by Councillor Renée McLennan, the Town’s staff and applicants Rowe Group debated about the appropriate conditions, which included the hours of operation, maximum daily production and average daily production output.
Cr McLennan said the application was taken out of the Council’s hands.
SAT would not consider a higher production as the applicant had not provided supporting information for its location within the 300m-500m buffer zone.
Bassendean resident Carol Siedel said the Council should consider contesting the SAT decision.
“I just do not think SAT has looked at the ramifications on the people who will be exposed to possible concrete dust,” she said.
“What really annoys me is that young children will be put at risk, they are the ones who could have their whole lives wrecked because of this approval for a asphalt concrete batching plant on their door step.
“I am absolutely horrified by this decision when there is real health and environmental concerns for the residents who live near by, students at Cyril Jackson campus and the people who work in the industrial area in Tonkin Park.”
Global Alliance for Incinerator Alternatives Asia Pacific pollution prevention programme coordinator Jane Bremmer said the plant would have adverse health impacts on communities and their environment.
“Concrete batching plants are simply incompatible land uses to be sited close to residential areas…and could hardly be considered a legitimate partner of any eco industrial village,” the Bassendean resident said.
Ashfield resident Warren Wright said he was “completely perplexed” by how the WA Environmental Protection Authority guidelines had been ignored.
“There are residential houses within the supposedly required buffer zone of 300m-500m… if the Town of Bassendean don’t appeal this decision then they have failed the people of Ashfield,” he said.
In September, Town development manager Brian Reed said a refusal would not be “sustainable” because going against the SAT appeal would cost the Town $10,000-$50,000 in legal fees.

Tuscaloosa NAACP seeking to move cement plant away from school zone

The Tuscaloosa chapter of the  NAACP is raising concerns about a city cement plant that is located near a school.
NAACP director Jerry Carter tells CBS 42 that Ready Mix USA is too close to Central Elementary School. The plant is right across from the school off of 15th Street. Dozens of cement mixing truck pull in and out of the plant everyday causing lots of dust on the road.
Carter was approached by a private citizen who had concerns about the dust particles and chemicals used and the potential impact it could have on the students’ health.
“Over here, it just seems like anything is allowed, and we can’t have a concrete batching plant right across the street from where we are trying to educate our kids,” Carter said. “They come outside and play, and there’s all that dust and stuff blowing all over the place, and the two just don’t go hand in hand together. We are talking about chemicals.”
The NAACP would like the plant to be relocated to an industrial park in the city or county.

“There are too many areas in town where we have industrial parks and areas that are set up for those types of businesses,” Carter said. “I would like to see the city or the county work something out, and help this company with a grant or an incentive to move them so they can relocate away from the school.”
This Thursday, the NAACP will host a community meeting at 5:00 p.m. at the McDonald Hughes Center to talk with concerned parents and students.

Ready Mix USA strives to be a good neighbor. We do not believe there is an issue with dust leaving our site and are in compliance with all of our permits at the site. To avoid any potential issue, we are increasing the watering on roads on the site. As part of its good neighbor policy, Ready Mix USA is willing to meet with all groups interested in its operations

NAACP raises concerns over cement plant too close to school

The Tuscaloosa Chapter of the NAACP is concerned that the dust particles and chemicals used could impact the students health.
The concrete batching plant is right across from the school off of 15th Street and dozens of mixing trucks pull in and out of the plant every day stirring dust into the air.
"We can't have a concrete batching plant right across the street from where we are trying to educate our kids," said NAACP director Jerry Carter.

The NAACP would like the plant to be relocated to an industrial park in the city or county.
"I would like to see the city or the county work something out so the electric concrete mixing plant can relocate away from the school," said Carter.
The NAACP will host a community meeting Thursday at 5 p.m. at the McDonald Hughes Center.

CIC slaps penalty on DPCC officials for withholding info on

New Delhi, Oct 5 (PTI) Two officials of the Delhi Pollution Control Committee (DPCC) have been slapped penalty by the Central Information Commission for withholding information about a concrete mixing batching plant set up by Hindustan Construction Company here, by relying on meaningless technical interpretation of words.
Information Commissioner Sridhar Acharyulu imposed penalty on the DPCC officials as they did not provide details of "environmental clearance" given to Hindustan Construction Company (HCC) for setting up the concrete plant at Nelson Mandela Road here.

During the hearing on the matter, activist Anil Sood said the information sought was about establishment of an RMC ready mixed concrete batching plant by Hindustan Construction Company Limited but the Public Information Officer said "no such record exists" which is a clear denial of information with "ulterior motive and mala fide intention".
Sood had demanded the copy of the location plan clearly mentioning the project site and the approach map with nearest landmark as submitted by Hindustan Construction Company Limited, along with application for environmental clearance for setting up the concrete mixing plant at Nelson Mandela Road for Munirka elevated corridor.
He said he had perused the application and the inspection report provided to him was inconsistent on various points.
The DPCC said, in fact, the consent for operation was given to Hindustan Construction Company and there was no environment clearance, because of this confusion they could not give information on time.
"The Commission finds that applicant gave specific name of industry to which clearance is granted, whether it is called environmental clearance or consent to operate. Neither the then PIO Chandra Prakash nor the cell of environmental clearance applied their mind to the contents of RTI application," Acharyulu said. (MORE) PTI ABS SMN

Hinkley Point deal under fire as construction 'milestone' hit before contract signed

The Government is facing fresh criticism over the Hinkley Point nuclear deal after it emerged a condition supposed to ensure the £18bn plant was being built on schedule had already been met before contract was signed.
A clause in the subsidy deal gives ministers the right to cancel the contract if EDF, which has been plagued by delays building reactors elsewhere, has not hit a construction “milestone” within 33 months of taking its final investment decision.
The milestone requires the “commissioning of the main concrete batching plant” at the Somerset site.
But the Telegraph can disclose that EDF believes it has already “achieved that milestone”, after two concrete batching plants were commissioned earlier this year, months before the deal was inked in September.
While the meeting of the condition still has to be officially signed off by the Government agency handling the contract, EDF expects this to be “completed shortly”.
This renders the milestone clause largely pointless and leaves no other lever to ensure construction is proceeding as planned in coming years.
Ministers argue EDF has an incentive to build Hinkley by its 2025 target date because it will not receive any income until it starts generating.
However, the contract, which has been widely criticised as too generous, allows EDF to retain the same subsidy deal if Hinkley is up to four years late and only lets the Government cancel if it is still not running by 2033.

Alan Whitehead MP, Labour’s shadow energy minister, said ministers must confirm whether they knew the computerized concrete batching plant has already been built when the subsidy contract was signed.
If they did, it would be “a pretty alarming reflection on the way this particular contract may have been drawn up” and raised “serious questions”, he said.
Milestones were intended as a “protection of public money” to enable ministers to act “where funding is going into something which it is evident is not going to happen”, he said.
“You could be forgiven for the suspicion that this was a potentially deliberate clause which could have been designed to make it impossible for the milestone agreement to be breached,” he said.
Nigel Cann, EDF programme and construction delivery director, said one of the lessons it had learnt from its projects elsewhere had been “to have the concrete batching plant tested and operational on site at an early stage”.
“The condition was used in the contract as a mark for the start of significant construction on site. We intend to keep meeting such challenges with a similar commitment to safety, quality, and efficiency,” he said.
A spokesman for the Department of Business, Energy and Industrial Strategy, said: "The Government is committed to ensuring the country has a secure low carbon energy supply.
"We are confident that Hinkley Point C will be a critical part of that, and there are incentives in the contract for EDF to build the concrete batching plant features on time."

City of Bayswater may fight on in battle over belt type concrete batching plant

CITY of Bayswater councillors have not ruled out further legal action in an attempt to stop the development approval of a belt type concrete batching plant on Collier Road, Bayswater.

After a six-year fight, the City’s legal bill is currently more than $160,000.
The Environmental Protection Authority (EPA) refused to assess environmental impacts of the plant in March because the overall impact of the Ransberg proposal was “not so significant as to require assessment”, a decision that was appealed against by Bayswater community members and councillors.
Environment Minister Albert Jacob said the EPA was justified in its decision and dismissed the appeal this month.
Mayor Barry McKenna said he was “still in shock” over the Minister’s decision not to have the self loading batching plant assessed.
“It was a big blow for us and the community, so we have to assess our options to see what can still be done,” he said.
“Currently we’re in the hands of the State Administrative Tribunal on whether they are going to approve the updated development application.
“Once we know the outcome of that decision we can look at ‘where to from here’ and determine whether there is a way to challenge this development further.”
Community concerns included that the EPA’s decision failed to take into account dust and noise emissions, did not consider emissions would be higher than predicted by the applicant and its proximity to Joan Rycroft Reserve and homes.

Dutch to invest near Štúrovo

Dutch company Yssel Holcon announced its intention to build a new production plant in the village of Obid, close to Štúrovo (Nitra Region), in mid September 2015.
The company, focusing on processing steal and producing concrete and ferroconcrete pre-fabricates, plans to employ altogether 200 people in three industrial halls. The company plans to invest about €30 million, the Hospodárske Noviny reported.

Final products will be exported mostly to Germany and the Netherlands.
Part of the new complex should be also a concrete batching plant. The company does not plan to ask for state aid.
“The company Yssel Holcon has not asked the Economy Ministry for investment aid yet,” the ministry told Hospodárske Noviny back in September.
The Yssel group has been active in Slovakia since 2007. Yssel Steel and its subsidiaries focus on producing and processing concrete steel. It has service centres in Palárikovo and Štúrovo, Hospodárske Noviny wrote.
