MPCB issues notices to two Kurla concrete batching plants

The pollution control board’s crackdown on cement mixing plants in the city continues as fresh notices were issued to two ready-mix concrete (RMC) plants at Kurla on Wednesday.
An RMC plant is a factory or concrete batching plant philippines where cement mix is made in large quantities, mostly to be used for construction. Without safety norms in place, the plants can cause air and noise pollution.
For the past three years, several complaints by Kurla residents regarding two RMC plants have fallen on deaf ears. Both plants are located 100m from each other, near a residential area on LBS Marg.
In November last year, city-based NGO Watchdog Foundation discussed the matter with top officials from the Maharashtra Pollution Control Board (MPCB). Following this, regional officers visited the site last week.
In June last year, HT had reported that the MPCB issued closure notices to 32 RMC plants. In a sudden U-turn, 15 — including the two Kurla plants — were given consent to resume operations, provided they undertook measures to reduce pollution.
“During our visit, we observed that the plants were violating the Water (Prevention and Control of Pollution) Act, 1974, Air (Prevention and Control of Pollution) Act, 1981 and solid waste management rules across seven parameters,” said MR Lad, regional director, MPCB. “The plants were given 15 days from Wednesday to reply to the MPCB’s member secretary, else we will issue closure notices.”
Residents said the plants have become a serious health hazard for the whole neighbourhood. “Thousands of schoolchildren have been passing by these plants and breathing dust-laden air daily for the past three years. Since the plants do not have a dust separation system, particulate pollution enters our home and we are forced to keep doors and windows shut,” said a Kurla resident who stays near both plants.
According to MPCB guidelines, RMC plants must create a 100m buffer zone from residential areas and arterial roads. However, most plants do not follow this.
Environmental activists said the plants were served closure notices in January last year but obtained the MPCB’s consent to operate. “Now that the MPCB has observed violations, it is imperative that the plants’ electricity and water supply is disconnected till they respond,” said Godfrey Pimenta, trustee, Watchdog Foundation. “There is a bus stop opposite the plant. As a result, commuters have been inhaling the dust for years. This can lead to severe respiratory ailments.”
A study by Environmental Policy and Research India (EPRI) at Concrete mixing plant in Mumbai recorded the concentration of PM2.5 and PM10 — small pollutants that can easily enter our lungs and cause ailments — between 500 and 600mg per cubic metre (ug/m3), as against the safe level of 60ug/m3 and 100ug/m3.
What is an RMC plant?
An RMC plant is a factory or batching plant where cement mix is made in large quantities.The mix is then delivered to construction sites in trucks with rotating mixers that prevent it from drying. A RMC plant can produce 80 to 100 metric cubes of concrete a day.
Pollution norms violated by Kurla RMC plants
The units are not properly barricaded
The area where raw material is stored is not covered properly
There are no water sprinkling arrangements or fogging systems to suppress dust emissions
The premises are not cleaned daily owing to a lack of industrial vacuum cleaners
There are no tyre-washing arrangements for vehicles
Arrangements to treat, collect and manage waste are poor
Directives for RMC plants to operate:
The plants should have a dust separator and collector system
A mechanism to sprinkle water across the plant is needed for dust particles to settle
Water must be sprinkled after trucks leave the compound
A compound wall must be built around the machine
Trees must planted around the machine
A system to collect and dispose waste is needed
The plant should be at least 100m from residential areas and arterial roads.

Cost analysis is underway for alternative hospital site

THE suggestion that the shire community and in fact the local health network might be better served by building a new hospital on a greenfield site rather than redeveloping the old Macksville Hospital is under serious discussion.
Following the Guardian’s story (Dec 22) quoting the mayor Rhonda Hoban about the pluses and minuses of each scenario, the Member for Oxley Melinda Pavey has come on board saying that while she did not want to presume anything, “strong representations had been made”.
“Health infrastructure staff have put a considerable amount of work into this and I am hoping for an answer by the end of February,” Mrs Pavey said.
What bureaucrats are doing is a cost-benefit analysis of the two options with the alternative site being the State-Government owned land at North Macksville that is currently home to the new highway’s mobile concrete batching plant.
“The community need to understand that this is not a delaying mechanism but rather something that is worth investigating … that is not to say that there is anything wrong with the redevelopment scenario – the $50 million dollars is there and that could all go ahead.
“Developing the North Macksville site would require substantially more money – the RMS site would need to be purchased and access roads and other infrastructure would need to be built.
“That would all require a significant funding increase ($20 million has been mooted) and given the pressures on health and taxpayer dollars there are a number of ‘battles’ to be had internally.”
She said that whatever happened Macksville Hospital and the facilities it offered would be much improved and continue to play an important role in the local health network in the future.
Shire mayor, Rhonda Hoban, previously said a fresh build on the proposed site would have several advantages, including the fact the land is level and there is room for expansion.
She said access was not a problem now that a second highway exit ramp, on the northern side of the river, had been confirmed plus a ‘from scratch’ build would mean facilities could be a perfect fit rather than working around existing infrastructure.

CTSR’s precast concrete system holds promise for mass housing

A new building technology making its way into Nigeria’s construction industry is offering yet another bait to mass housing developers, with a concept that claims the ability to enhance efficiency by 70 times compared to traditional construction methods.
At a precast factory, which will cover over the 100,000 square metres of land, situated close to the Abuja Train Station in Idu Industrial Area of the territory, a demonstration project has commenced and, if the expectation of the promoters are anything to go by, the new technology will support the efforts of the Federal Government in reducing the huge housing deficit in the country estimated at over 17 million.

Behind the German technology in Nigeria, is one of the nation’s leading real estate developer and construction firm, CTSR Group Limited. The company plans to set up its second factory along the Lagos-Ibadan Expressway in the second quarter of the year.
A precast concrete is a construction product produced by casting concrete in a reusable mould or form, which is then cured in a controlled environment, and transported to the construction site and lifted into place.
The President of CTSR Group, Mrs. Funke Otti, who confirmed the development after a meeting with the stakeholders in the industry, said the factory would provide integrated solutions of precast concrete construction for residential and commercial buildings, public and industrial facilities and infrastructure for over 20 years.
Otti said: “CTSR Group is the Nigerian sole partner of Broad Homes, the multinational automated precast concrete production, building and Construction Company headquartered in China.
“The group is in business to deliver total precast design-build systems for many applications—from mixed-use to industrial, institutional to power generation. It intends to provide affordable housing to residents of the FCT and Nigerians across the country through the use of automated precast concrete technology.
“The technology provides factory made sustainable buildings, including reinforced concrete pre-casting, which is more efficient and durable energy-saving technology. The technology is of a higher quality having gone through standard manufacturing and assembly processes and cost effective.”
Otti told The Guardian that the main prototypes have been set up at the factory in 14 days – four days for the main structure while interiors and finishing takes about one week.
“To deliver durable, standardised, consistent quality homes, we must apply technology. Precast concrete is one of the suitable technology that can address housing shortage. We can offer buildings at 25 per cent less the cost of conventional construction,” she said.
According to the CTSR boss, the Abuja precast factory will consist of production plants, batching plant for concrete mixing, reinforcement plant and administrative block, among others.

Ready Mixed Concrete Items Available at 2017 CIM Auction at the World of Concrete

The Concrete Industry Management (CIM) program – a business intensive program that awards students with a four-year Bachelor of Science degree in Concrete Industry Management – is pleased to announce the following list of ready mixed concrete-focused items have been donated for their annual auction at the World of Concrete. The auction is scheduled for Wednesday, Jan. 18 in the Las Vegas Convention Center.
